ABSTRACT: The Popular and Solidarity Economy (PSE) is emerging in Latin America as a model
that challenges the hegemonic paradigm, based on principles of equity, cooperation, and
solidarity. Its capacity to advance social inclusion and job creation has been repeatedly
documented; however, the incorporation of environmental sustainability as a core element of
its resilience requires further examination. This article, oriented toward theoretical production,
studies the historical and emerging link between the EPS and the environmental context,
investigating the systemic obstacles it faces and the productive opportunities that arise for
modeling effectively sustainable development. Using a qualitative methodology, the
representations and actions of the different agents of the Popular and Solidarity Economy (PSE)
in the region have been investigated, revealing how structural constraints, the absence of
regulatory frameworks to support them, and limited financial reserves and technical capacities
undermine the speed with which ecological production methods are adopted. The findings also
highlight the margins of agency that EPS has cultivated, revealing, from the periphery, practices
related to agroecology, waste recovery, and critical consumption that demonstrate capacities
for social innovation and systemic resilience. The analysis leads to the assertion that the goal
of consolidating environmental sustainability in the EPS is not achieved solely through the will
of its builders, but rather requires a systemic reorientation of public policies and a restoration
of institutional legitimacy that considers the EPS as a strategic actor in the transition towards a
more equitable and ecologically responsible economic model in the Latin American context.

INTRODUCCIÓN
La crisis climática, la aceleración de la pérdida de biodiversidad y la persistente desigualdad
socioeconómica afectan el modelo económico tradicional que se basa en la idea del crecimiento
ilimitado o la extracción de los recursos naturales. Tal situación ha llevado a la búsqueda de otros
paradigmas económicos, lo que le confiere una gran importancia a esa búsqueda. La economía
popular y solidaria (EPS) aparece en América Latina como respuesta de las personas que han sido
excluidas del modelo económico y en el mismo ejercicio tiene la posibilidad de construirse como
un modelo económico que respete el medio ambiente; es decir, que establezca un vínculo más
amigable con la naturaleza. La EPS, conformada por cooperativas, asociaciones, microempresas
familiares y otras formas de organización colectiva, se basa en principios tales como la
cooperación, la reciprocidad o la solidaridad; es por eso que está alejada de la lógica de mercado
centrada en la maximización de las diferencias económicas (1,2).
América Latina, una región con un inmenso patrimonio natural y biológico, es al mismo tiempo
una de las más expuestas a los impactos del cambio climático. En este contexto, la EPS ha
demostrado su capacidad para brindar medios de vida resilientes en un sentido amplio, para
